Hainan Free Trade Port vigorously promotes prefabricated construction to promote the transformation and upgrading of the construction industry

Currently, China is vigorously developing prefabricated buildings, and Hainan, in conjunction with the construction of a free trade port, has made prefabricated buildings an important measure to promote the transformation and upgrading of the construction industry, as well as an important supporting work for carbon peak and carbon neutrality, and has included them in the national ecological civilization pilot zone construction landmark project.
Compared with traditional construction methods, prefabricated buildings have many benefits: they greatly reduce dust, noise, and sewage during on-site operations, and can save 80% water, 70% energy, 20% materials, 70% time, and 20% land, which is very in line with the national energy-saving and emission reduction goals.
In the downtown area of Haikou, a twin tower over 100 meters tall is constructed entirely with steel structure and rapidly climbs in height. The reporter learned from the Department of Housing and Urban Rural Development of Hainan Province that since 2018, Hainan has continuously improved the top-level design framework at the provincial level, including the supporting policies, standard system, production capacity layout, and talent team construction for prefabricated buildings. The project area determined to adopt prefabricated construction in the province in 2018, 2019, and 2020 was 8.2 million square meters, 4.35 million square meters, and 11 million square meters, respectively, with a rapid development trend of doubling year by year in the past three years. It is a foregone conclusion that the prefabricated building area will exceed 20 million square meters by the end of 2021, and it is expected to double annually for four consecutive years. At the same time, due to the use of prefabricated buildings, Hainan Province achieved a reduction of approximately 220000 tons of construction waste at the source in 2020.
Liu Lianwei, Deputy Director of the Department of Housing and Urban Rural Development of Hainan Province, said in a media interview that prefabricated buildings not only meet the development requirements of Hainan Province's strategy to build a national ecological civilization pilot zone, but also have advantages such as high industrialization, short construction period, convenient transportation of components, recyclability throughout the entire life cycle, and green environmental protection. At present, there is still significant room for improvement in the proportion of prefabricated buildings in newly constructed prefabricated buildings.
Hainan Province is improving the production capacity layout of prefabricated buildings and promoting base construction. According to the "Development Plan for Modernization of the Construction Industry (Prefabricated Buildings) in Hainan Province (2018-2022)", in addition to the existing prefabricated building industrialization bases in Chengmai, Ding'an, Wanning, and the planned ones in Sanya, the newly added production capacity of prefabricated building components is generally planned and concentrated in the Lingao Gold Medal Port Development Zone.
According to official introduction, there are currently 24 component production bases in Hainan Province that have been put into operation, including 18 concrete prefabricated component production bases with a designed annual production capacity of approximately 1.57 million cubic meters per year; There are 6 steel component production bases with a designed annual production capacity of approximately 340000 tons per year. In addition, there are 6 under construction and 4 planned to be built.
The housing and construction department of Hainan Province has been continuously promoting the development of the prefabricated construction industry through policy support, talent cultivation, government supervision, and other aspects. In terms of policies, the "Implementation Opinions of the People's Government of Hainan Province on Vigorously Developing Prefabricated Buildings" issued in 2017 stipulated a plot ratio reward policy, clarifying that by the end of 2020, for commercial housing projects constructed in a prefabricated manner and meeting the national standards for prefabricated building recognition, the portion of the building area that meets the requirements of prefabricated buildings can be excluded from plot ratio accounting at a certain proportion (not exceeding 3% of the planned above ground building area). Afterwards, Hainan Province extended this policy until December 31, 2022.
At present, Hainan has formulated and issued the "Hainan Province Prefabricated Building Development Goal Responsibility Assessment Method", established a normalized supervision, assessment and evaluation mechanism, and timely reported the annual progress of prefabricated buildings in various cities and counties throughout the province.
