Hainan Daily: The primary task of prefabricated buildings is to increase the production capacity of structural components

The work report of the Hainan Provincial Government proposes to comprehensively promote prefabricated buildings and accelerate the development of tropical building materials industry clusters during the 14th Five Year Plan period. During the 13th Five Year Plan period, the annual construction area of prefabricated buildings in Hainan has been increasing year by year, with the prefabricated construction area exceeding 10 million square meters in 2020.

During the 14th Five Year Plan period, the comprehensive promotion of prefabricated buildings demonstrates Hainan's determination to develop green buildings represented by prefabricated buildings and to uphold the protection of a good ecological environment. At this year's Hainan Provincial Two Sessions, attendees including Huo Julan, Director of the Housing and Urban Rural Development Department of Hainan Province, Liu Fengsong, Deputy to the Provincial People's Congress and Secretary of the Ding'an County Committee, He Jingping, Deputy to the Provincial People's Congress and Secretary of the Wanning City Committee, and Wu Yachun, Secretary of the Party Committee and Chairman of Hainan Construction Group Co., Ltd., were interviewed by Hainan Daily reporters to interpret from different perspectives how promoting green buildings represented by prefabricated buildings can empower high-quality development in Hainan.

Prefabricated buildings meet the requirements of high-quality development in Hainan Province

Why is it said that promoting prefabricated buildings in Hainan is closely related to adhering to a good ecological environment?

Compared to traditional buildings, prefabricated buildings have incomparable advantages in terms of building quality, construction period, energy conservation and environmental protection. Wu Yachun introduced that in terms of building quality, traditional construction methods rely more on manual labor, and quality control is difficult. However, industrialized components and prefabricated construction methods can form a standardized system with less dependence on manual labor, which can fundamentally solve common quality problems such as cracks and water seepage in traditional buildings and improve building quality.

In terms of construction period, most of the components of prefabricated buildings are completed in the factory, and the installation of water and electricity can be carried out synchronously with the installation of the main structure. The overall delivery period is about 30% less than that of traditional buildings; In terms of energy conservation and environmental protection, traditional building materials are severely wasted, generating a large amount of dust, noise, and construction waste during the construction process. On the other hand, prefabricated construction sites mainly use dry methods, which can effectively reduce energy consumption and environmental pollution; In terms of construction costs, due to incomplete industrial supporting facilities and immature related technologies, the current construction cost of prefabricated buildings is higher than that of traditional buildings. However, with the continuous rise of labor costs, the potential for cost reduction is much higher than that of traditional buildings. In addition, the later operation and maintenance costs are lower. Therefore, from the perspective of the entire life cycle of buildings, prefabricated buildings have greater cost advantages.

Wu Yachun gave a specific case: for example, constructing a 30 story residential project with a prefabricated rate of 35%, PC prefabricated buildings can save 20% to 35% of construction time and reduce energy consumption by 20% to 40% compared to traditional buildings. The number of on-site construction personnel and building dust can be reduced by 60% to 75% and 20% to 30%, respectively.

Wu Yachun believes that prefabricated buildings have the advantages of high industrialization, short construction period, convenient transportation of components, and green environmental protection, which are very in line with the development requirements of Hainan Province's strategy to build a national ecological civilization pilot zone. In recent years, with the deepening of technological research on prefabricated buildings, the increasing cost of labor, and the growing call for promoting green buildings, the advantages of prefabricated buildings have gradually emerged and will be widely applied in civil and industrial buildings.

Promote the transformation and upgrading of Hainan's construction industry

Huo Julan said that during the 13th Five Year Plan period, the promotion of prefabricated buildings in Hainan Province has achieved a leapfrog development. Last year, the area of prefabricated construction projects reached 11 million square meters. According to this year's government work report, it is expected that the construction area of prefabricated buildings will reach 17 million square meters this year.

Wu Yachun believes that the development foundation of Hainan's construction industry is weak, and the foundation is relatively weak. Developing prefabricated buildings is a great opportunity to improve the quality of construction, improve the local construction technology system, and promote the transformation and upgrading of Hainan's construction industry.

The prefabricated building market has development potential, and many cities and counties are also optimistic about the development of prefabricated buildings, accelerating the promotion of prefabricated buildings and industrial landing. Liu Fengsong introduced that Ding'an attaches great importance to the promotion of prefabricated buildings, strictly follows the decision-making and deployment of the Hainan Provincial Party Committee and Provincial Government, actively responds to the requirements of modernization development of the construction industry, and accelerates the pace of prefabricated building promotion around institutional mechanism construction, market cultivation, and industrial chain development.

According to statistics, since 2018, the number of construction projects in Ding'an County has been 156. According to policy requirements, 22 projects should be built using prefabricated construction methods, and 25 projects have already been built using prefabricated construction methods. In terms of the production of prefabricated building components, the planned area of the Hsinchu Green Building Industry Base, which is a key focus of Ding'an County, is 3348 acres. There are currently two projects with a cumulative investment of 265 million yuan. Among them, the Ding'an New Century Construction Industry Project has completed an investment of 206 million yuan and is expected to start trial production and operation in April 2021; The Green Building Integrated Technology Project has completed a cumulative investment of 59.35 million yuan and plans to start trial production in July 2021. The expected annual output value of the two projects after reaching production is over 1.2 billion yuan.

He Jingping stated that Wanning City has started promoting prefabricated construction from public building projects invested by the government, and has stipulated that all engineering projects using prefabricated technology in the city will follow the key engineering application process and be included in the green channel for engineering approval. Wanning City has also formulated the "Implementation Rules for Rewarding the Floor Area Ratio of Prefabricated Building Commercial Housing Projects". For commercial housing projects constructed in an prefabricated manner that meet the national standards for prefabricated building recognition, a reward of 3% of the building area that meets the requirements of prefabricated construction will be given, and the rewarded building area will not be included in the calculation of the floor area ratio.

He Jingping said that Wanning City has also stipulated in the overall land use planning and urban planning that a certain proportion of prefabricated buildings should be implemented in the total construction land supply area of the city, and the number should increase year by year, effectively promoting the construction of all new commercial residential projects with a total construction area of over 100000 square meters that meet the conditions to be built using prefabricated methods.

Enhance the production capacity of prefabricated building components

Huo Julan introduced that currently, the primary task of prefabricated buildings in Hainan is to improve the production capacity of structural components. On January 13th, four projects in the Lingao Gold Medal Port Industrial Park have started simultaneously. Currently, 14 prefabricated building manufacturers in the province have started production, but their production capacity is still insufficient. It is believed that through investment promotion this year, the production capacity of prefabricated building components in Hainan Province will be greatly improved.

Wu Yachun believes that enterprises are the main force driving the development of prefabricated buildings. Therefore, construction enterprises in Hainan need to do two things: first, they need to increase their efforts in cultivating talents. The development of the industry cannot be separated from talents, and there must be sufficient talent reserves. In this regard, universities in Hainan have more advantages and can cultivate talents through school enterprise cooperation; The second is to further improve the construction technology system. The development of prefabricated buildings in Hainan is relatively late, and the building foundation is weak. The relevant technology system is not yet perfect. Universities and enterprises should increase their research and development efforts, and improve the prefabricated building technology system in Hainan from the perspectives of design, production, and construction according to the climate characteristics of Hainan.

Wu Yachun said that in terms of government support and guidance for the development of prefabricated buildings, Hainan Province has currently launched the "Thirteen Measures for Prefabricated Buildings", which solve the problems that restrict the development of the prefabricated building market from the aspects of production capacity layout, technological innovation guidance, plot ratio rewards, supervision and accountability. These policies have played a very positive role in supporting and guiding the development of prefabricated buildings, but the government and enterprises can still make efforts in cultivating talents and guiding industry development, such as establishing a professional title evaluation mechanism for prefabricated buildings and establishing a training mechanism for industrial workers.

I believe that the development of prefabricated buildings in Hainan has entered the 'fast lane'. In the future, as long as we cultivate a good talent team, improve the technical system, and plan the industrial layout, we believe that the development of prefabricated buildings will enter the 'highway' and usher in rapid development. "Wu Yachun said that this year, Hainan Construction Group will continue to improve its production capacity layout and promote the application of prefabricated buildings in projects, cultivate more talents, and improve prefabricated technology.

He Jingping stated that during the 14th Five Year Plan period, Wanning will continue to increase investment promotion efforts, strive to introduce 1-2 more prefabricated construction production enterprises, and continue to promote industrial agglomeration and efficiency improvement. In addition, Wanning City will establish a dedicated park management committee to improve park planning and industrial layout, timely help enterprises solve practical difficulties, guide and assist enterprises in improving quality, increasing production, and exploring markets. In 2021, Wanning City will also support the construction industry modernization base project of Haijian Group to obtain EPC engineering general contracting, and collaborate with other prefabricated construction production enterprises to build the park into a comprehensive technical service provider for prefabricated construction that integrates research and development, design, production, and construction, promoting product coverage in surrounding cities and counties.
