On the morning of January 31, the fourth meeting of the 11th CPPCC Lingao County Committee grandly opened at the Country Garden Golden Beach Hot Spring Hotel.

CPPCC members from 21 sectors and all fronts in the county gathered together to conscientiously perform their functions of political consultation, democratic supervision, and participation in and discussion of politics, discuss plans for the development of Lingao, and draw a blueprint for development together. At 9 a.m., the conference opened with the majestic national anthem. Lin Enrong, Chairman of the County Committee of the Chinese People's Political Consultative Conference, and Chen Zhuang, Wang Xiaoxiong, Qiu Dezhong and Huang Zhen, Vice Chairman of the County Committee of the Chinese People's Political Consultative Conference, attended the opening meeting and took seats in the front row of the rostrum. Tang Shoubing, Secretary of the County Party Committee, Wang Ting, Deputy Secretary of the County Party Committee, Deputy County Mayor and Acting County Mayor, Ouyang Songdong, Director of the Standing Committee of the County People's Congress, and Li Jie, Deputy Secretary of the County Party Committee and Secretary of the Political and Legal Committee, attended the meeting to congratulate and took a seat on the rostrum. The opening meeting was presided over by Chen Zhuang. There were 167 members present at the conference, but 158 were actually present, which met the required number. On behalf of the Standing Committee of the 11th Lingao County Committee of the Chinese People's Political Consultative Conference, Lin Linrong delivered a work report to the conference.

Lin Linrong pointed out that 2023 is the first year to fully implement the spirit of the 20th National Congress of the Communist Party of China and embark on a new journey. It is a critical year for Hainan Free Trade Port to meet the conditions for hardware closure and comprehensive promotion of stress testing. It is also a year for our Lingao to establish a foothold in the region and serve the bipolar economy. This year, the Lingao County CPPCC explored, pioneered, innovated and developed. Under the strong guidance of the Provincial CPPCC and the correct leadership of the Lingao County Committee of the Communist Party of China, it adhered to the guidance of Xi Jinping Thought on Socialism with Chinese Characteristics for a New Era, and implemented the spirit of the 20th National Congress of the Communist Party of China and the study and implementation of Xi Jinping Thought on Socialism with Chinese Characteristics for a New Era as the main line, deeply grasped the nature and positioning of specialized consultation bodies, conscientiously performed the functions of political consultation, democratic supervision, and participation in and deliberation, and closely followed the decision-making and deployment of the county party committee. Adhere to the two-way efforts to promote democracy and enhance unity, provide advice, support government, and build consensus, explore innovation, perform duties solidly, raise new heights in political stance, demonstrate new achievements in serving the overall situation, and spread good through cohesion. Voice, explore new ideas while highlighting characteristics, add new measures in strict and practical terms, and contribute the wisdom and strength of the CPPCC on the new journey of comprehensively building a modern socialist country. The report reviews the work of the past year from seven aspects: unswervingly adhere to ideological guidance and achieve new results while building a common ideological and political foundation. We have consistently performed our duties around the center and demonstrated new achievements in helping the overall economic and social development. Lin Linrong pointed out that 2024 marks the 75th anniversary of the founding of the People's Republic of China and the 75th anniversary of the founding of the People's Political Consultative Conference. It is a critical year for Lingao to accelerate the construction of "three districts and one park" and promote high-quality development. It is of great significance to do a good job in all aspects of work. In the new year, we must adhere to the guidance of Xi Jinping Thought on Socialism with China Characteristics for a New Era, thoroughly implement the 20th National Congress of the Communist Party of China, the Eighth Provincial Party Congress, all previous plenary sessions of the Eighth Provincial Party Committee and the 14th Provincial Party Committee The spirit of the Seventh Plenary Session of the Seventh Plenary Session of the CPC Central Committee, serving the overall situation around the center, strengthening ideological and political guidance, actively advising on government affairs, extensively building consensus, strengthening self-construction, and constantly creating new situations in the work of the CPPCC in the new era.
